Spectra.transition_smoothing(neff, p_1h, p_2h)

Smooth the transition between 1 and 2 halo terms, eq 23 and table 2 of Mead et al. 2021.

\(\alpha = 1\) would correspond to a standard transition.

\(\alpha < 1\) smooths the transition while \(\alpha > 1\) sharpens it.
